Judge Orders 14-Day Pause on Trump’s Proposed Washington Arch

A federal judge has temporarily stopped the Trump administration from beginning construction on its proposed memorial arch in Washington, ordering a 14-day pause after a federal planning panel voted to approve the project. The order came late Thursday, shortly after the panel’s decision.
U.S. District Judge Tanya Chutkan issued the temporary restraining order in a lawsuit brought by Virginia and the District of Columbia. The governments argue the project lacks the required congressional authorization and could disrupt traffic and emergency response routes. The administration says a century-old law authorizes a memorial at the site.
A pause, not a final ruling
The National Capital Planning Commission approved the plans in an 8-4 vote after a lengthy public hearing. The judge’s order prevents work from starting for two weeks while the legal challenge proceeds; it does not decide whether the arch can ultimately be built.
Chutkan said the plaintiffs had shown that immediate construction could cause harm. The governments raised concerns about detours, traffic disruptions and the effect on emergency services. The judge also ordered the administration to provide a status report next week.
Dispute over authority and location
The planned structure would stand about 250 feet tall near Memorial Circle, across the Potomac from the Lincoln Memorial and close to Arlington National Cemetery. The administration has described the project as a tribute to veterans. Critics say the location and scale could alter the character of the memorial landscape, while the lawsuit challenges the legal basis for proceeding without a new authorization from Congress.
The planning panel’s vote and the court order set up a new stage in the dispute: the project has received a key design approval, but construction cannot begin during the temporary pause. The court will continue to consider the underlying arguments, and the order leaves the project’s longer-term future unresolved.
